Bylaws, permits & licensing

Tired of red tape? We’re committed to a business-friendly regulatory environment. And for your convenience, all the information you need is available through the Town of Ladysmith business and development portal. It explains current requirements and fees. Town staff can also assist you in person.

Your Ladysmith business license also covers you for the City of Duncan, the District of North Cowichan and the Town of Lake Cowichan. If you plan to work in other areas, check out the inter-community license that covers municipalities from Nanaimo to Victoria. Application forms are available on the portal or in person at Town hall.

Development approval information may be required for all land within the boundaries of the Town of Ladysmith. Online development resources include the Official Community Plan, development permit area guidelines, zoning bylaws and our Waterfront Area Plan.

Your business may require a building inspection and permit. You may also need a sign permit or gas and electrical permits. The Town’s building inspection, planning and engineering departments can help you navigate the requirements.

Provincial and federal requirements
